Who ordained plural marriage

How can it be ssid that Joseph Smithe ordained plural marraige when the Book of Morman plainly says:

From the Book of Morman
Chapter 2:26-27
26 Wherefore, I the Lord God will not suffer that this people shall do like unto them of old. 27 Wherefore, my brethren, hear me, and hearken to the word of the Lord: For there shall not any man among you have save it be one wife; and concubines he shall have none.

Is God not the same yesterday, today and tomorrow?

The passage is speaking directly to those people at that time:

From the Book of Morman
Chapter 2:26-27
26 Wherefore, I the Lord God will not suffer that this people shall do like unto them of old. 

As with any passage in scripture, time and place are important. For example, Levitical Law was necessary to keep the people at the time from stumbling. It is most likely that they needed all of those laws in order to turn them away from the practices they had been exposed and accustomed to while in Egypt.

Of course, this is my interpretation of things as I understand them. I'm sure there are many who would disagree (and as many who would agree) with this. It's not up to them or me to interpret it for you.
